Mayor Rosa has asked all her friends and neighbors to conserve water. Since it hasn't rained in a long time, Mrs. Portillo's roses are dying, so Manny and the Tools buy succulent plants from Kelly's store and plant them in Mrs. Portillo's yard. She even saves a little cactus plant for them.
