It's the day of Sheet Rock Hills' 100th anniversary and Manny and the Tools just finished fixing Mayor Rosa's loudspeaker for the big celebration. She calls Manny about a leaky valve flooding the lobby floor at City Hall and he and the Tools hurry over there. At City Hall, Manny and the Tools discover a secret room and a hidden time capsule.
